Summary

“Baggage” begins when a ceramics artist, Casey Chapman, is found strangled in her Harlem loft, bound, posed and with her mouth glued shut, like April Silva, who was raped and killed three weeks earlier. Casey was not raped. Major Crimes Detective Victor Moran then reveals three more murders with the same signature in Brooklyn and Queens and admits he blocked other detectives from seeing his cases so he could work them alone. The new chief of detectives hands Moran the case, and Moran clashes with Stabler and Fin over his refusal to share.

A neighbor of Casey’s describes a man in a maintenance uniform, and a sketch leads to Stefan Henriquez, a burglar and window peeper rescued from a mob of young men. Stefan breaks under a rough interrogation but later hurts himself with a tool hidden in his belt rather than face prison. Stabler visits Moran at a hospital and learns that his 12-year-old daughter, Joy, has lain in a hospital bed for nearly six months since a car crash that killed his wife, who had just walked out on him while he was consumed by the case. Then a sixth woman is found bound and burned alive while Stefan is in custody, after news reports reveal that the killer left DNA. Stefan has only confessed to a burglary in which an elderly man died.

Working together at last, the detectives notice that the killer did not rape the victims whose hair color or breasts were not natural, which suggests an older man. Familial DNA searching points to relatives of Angela Ocurro, and her brother Mark, who returns lost airline luggage, had delivered bags to the victims. He is arrested when he makes a delivery to an undercover officer posing as a customer, and his van holds rope, gloves and glue. Pubic hairs from Casey’s loft match his DNA. At a pretrial hearing, his lawyer offers an alibi from his mother, Elena, and her bridge club, and the judge warns that if it holds, the linked cases will fall apart.

Spoiler, the ending: Elena, who fears her son, confirms he spent that Sunday with her. The detectives then realize that Casey’s kiln could have sped up decomposition, and power records show her electricity use doubled on the Monday she died, so Warner’s time of death was a day early and the alibi collapses. Mark is out on deliveries; guessing his next victim will be a redhead, the detectives reach Vicky Hennigen in Woodside as he attacks her. Mark later confesses to two more killings in the Dominican Republic, and Stabler tells Moran at the hospital as Joy goes into surgery.
