Summary

“Beautiful Frame” opens in Babylon, Long Island, where single mother Jessie Sturgis goes to meet her boyfriend, Tommy Bandolce, finds him shot dead and is arrested beside the body by Suffolk County police, who arrive moments after two 911 calls report a fight and then gunshots. Over Labor Day weekend, four months earlier, Jessie had told SVU she was raped. She first blamed an armed stranger in a town car, then admitted inventing him to hide her affair with Michael Provo, a married private investigator and former ATF analyst, whom she accused of beating and raping her in his car. Provo called it consensual.

Suffolk County DA Pam James asks ADA Rafael Barba for SVU’s files on Jessie. The detectives learn that Provo has been an informant for James’s office since 2008, that James never charged him over an earlier rape accusation by Consuelo Diaz, who was later deported after an anonymous tip, and that a Suffolk prosecutor, David Elias, can walk him out of an NYPD interview. Jessie is arraigned for murder, bail is set at $200,000, and her five-year-old son, Matthew, is placed in foster care. Benson believes her; the Suffolk file shows no prints on the gun and no residue on Jessie’s hands.

The gun belongs to Gabriel Gorromini, a Fifth Avenue clothier who also sells firearms. He first says Jessie took it after a night with him, then, under a proffer deal, admits he lent it to Provo, who once tipped him off about an ATF sting. The first 911 caller, Larry Banks, had two drunk-driving cases dropped. Barba charges Provo in Manhattan with rape, conspiracy and murder, and James accuses him of attacking her office. A Manhattan judge refuses James’s request to dismiss or pause that case, so two trials over the same killing run at once. In Suffolk, Provo testifies that Jessie asked him for a gun, and James calls a late witness, Carol McEwan, who reported the shots. The detectives find that Provo informed on Carol’s husband, Eddie Baker, then slept with her while Eddie was in prison and used the affair to pressure her.

Spoiler, the ending: Banks and Carol both admit their calls were false. Barba confronts Provo and James with them, and James proposes a trade: she will drop Jessie’s murder charge if Barba withdraws all of his charges against Provo. Barba agrees once she commits to charging Provo with murder in Suffolk and reviewing every case he touched, and Provo, led away, vows to take James down with him. Jessie is reunited with Matthew but learns that the deal also ended her rape case; in legal terms, she is told, the rape never happened.
