Summary

“Justice” begins when two workmen find a badly beaten teenage girl at the bottom of a stairway in Hell’s Kitchen. She tells paramedics she was raped and dies in surgery, with only a partial rape kit taken. A pill bottle in her pocket leads to Heather Porter, who sold her mother’s painkillers to a skate park dealer known as Doc. He saw the girl, wearing a floppy black hat, go into the Royal Arms, an hourly hotel, where a clerk saw a man in his 30s pull her upstairs. The hat was stolen from the boutique Destination, which leads to Officer Darrell Slater, who once picked her up for shoplifting. Her desk appearance ticket under the name Patricia Stephens cannot be found, and a records clerk reveals she is the 16-year-old stepdaughter of Judge Walter Thornburg, known for harsh sentences on sex offenders.

Cragen, who knows Thornburg, breaks the news. The judge calls Patricia a problem child he and her mother, Brooke, sent away to boarding school. CSU technician Burt Trevor begins piecing together the beer bottle used on her. A nun at her school and her friend Mary say Patricia skipped class, shoplifted and secretly wrote to prisoners; letters in her locker show five, all sentenced by Thornburg. One, Thomas “Bird” Gordon, was paroled a week earlier, and soon Thornburg is shot outside his home. A recently fired .380 turns up in the van Gordon borrowed, and he is arrested in a bar. His DNA matches. Gordon admits firing at the judge but denies rape and murder, saying Patricia wrote to him first, promised him sex and spoke of a favor he took to mean killing her stepfather.

Brooke’s sister, Erin, says Patricia never went to boarding school. Thornburg filed a petition that sent her to a residential treatment center just before she turned 12, where staff suspected abuse and learned of a baby. Hospital records show Patricia gave birth on the same day as the Thornburgs’ adopted son, Brian. Over Donnelly’s doubts, Cabot gets a DNA order, and it proves Thornburg is Brian’s father, meaning he raped Patricia when she was 11. Thornburg offers Cragen no explanation and denies killing her.

Spoiler, the ending: Trevor lifts a fingerprint from the rebuilt bottle, and it is Brooke’s. Brooke, who says Patricia seduced her husband, admits she found the hotel details, confronted her daughter outside and, after Patricia named Thornburg as her baby’s father, struck her with a bottle. The episode ends on her confession; no arrests or charges for Brooke or Thornburg are shown.
