Summary
“Zero Tolerance” begins when a car-service driver is ordered to drop a drugged 14-year-old wrapped in a bedsheet at a hospital entrance. The girl, Delilah, tells Benson and Carisi that a friend she calls Uncle Luke, who loves her, sent her out with a man he knows. Fin and Rollins trace the car to Chinua Iwobi, an undocumented driver who was too frightened of deportation to call police, and his fare to an Airbnb near the High Line, where they arrest Vince, an auto-parts man from Cincinnati. Facing his wife’s calls, Vince sets up another meeting with Luke. An undercover buyer arrests Luke Francis among the runaway girls he keeps, and the squad frees them all. The youngest, a terrified Spanish speaker, will barely speak.
She is Gabriella Sosa, nine, reported missing from foster care in Elizabeth, New Jersey. Her foster parents, Kelly and Alan Wellbeck, tell Rollins and Carisi that she was taken from her mother, Maria, at the border in June and sent on from a Texas detention center, and that she ran off trying to reach Texas. Rollins offers to take her in; Benson refuses, though Rollins notes that Benson took Noah. Over a video link from La Tuna Federal Detention Center, Maria describes fleeing a gang in Guatemala before guards end the call. When Jeff Phelps of the Office of Refugee Resettlement arrives to move Gabriella to Fort Stirling, she recognizes him as the man who pulled her from her mother, and Benson has him arrested for kidnapping.
Stone objects that she is using a case to make a point, then agrees to argue it after meeting Gabriella. Justice Department lawyer Kim Caldwell files a habeas petition, and the judge rules that federal immigration policy overrides the state kidnapping charge; Phelps is freed, and Gabriella is handed over to him. Stone asks an old friend, Mark Jefferies, a State’s Attorney from Chicago, for help.
Meanwhile Rollins tells Pollack she is pregnant. He offers to go with her if she ends it, but she later tells him she is having the baby and needs nothing from him.
Spoiler, the ending: Jefferies and Benson go to Fort Stirling, where he brushes past a young military police guard by invoking his war service, and Gabriella is reunited with her mother. Stone wrote the asylum petition, and a Fifth Circuit judge Jefferies knows from Chicago pushed it through.
