Summary
“Duty to Report” opens with Benson trying EMDR with a therapist, Dr. Heather Lentz, to process the moment she saw Maddie Flynn being driven away. Afterward Lentz asks for help with another patient: a 15-year-old who has described what sounds like a sexual assault at a party, and whose father is Chief Tommy McGrath. At the McGraths’ home, Shea tells Benson that while she was drunk at a party she threw while her parents were away, a boy had sex with her after she told him she needed a moment, and she names her math tutor, Saagar Shah. Her mother, Katie, says they found signs of the party when they got home; Shea had covered all five security cameras with stickers that night.
McGrath’s office wants Brooklyn SVU to take the case, and Fin warns Benson off it. Saagar says he went to the party to tutor, found Shea in her room out of it and left. McGrath storms into the squad room and threatens to kill him, and Benson reports the threat to IAB Captain Renee Curry, who joins every interview with the family from then on. With his lawyer, April Andrews, Saagar admits he was out with a classmate rather than home, which checks out, and his DNA does not match. Shea then admits she was protecting Liam Dowling, who lives across the street and whose father, Mickey, is McGrath’s friend. Questioned with his father present, Liam says Shea wanted the sex, until Mickey stops the interview. Saagar’s helmet camera shows Shea crying with another girl. Shea says she told Liam to stop. Katie asks Benson to call off IAB, asks whether she wants her husband’s job, and says Shea will not testify. The girl, who had never met Shea before, then tells the squad that Shea told her Liam raped her.
Spoiler, the ending: When Liam is arrested, Mickey calls Shea a slut, and McGrath draws his gun on him until Katie talks him down. Liam confesses in a deal for no more than three years in juvenile custody. A 911 call then brings Benson to the Dowling home, where Mickey and Liam have fought and Janice Dowling admits Mickey has been violent with her. McGrath tells Benson he will take his punishment and is put on modified duty. Over a drink, Curry says she wants out of IAB, and Benson invites her to join SVU.
