Summary

“Acceptable Loss” marks Cragen’s return to the squad, where he asks everyone to follow the rules for a while. A town car crashes with a Kansas City greeting-card salesman, Jonas Dworkin, and a teenager named Pilar in the back seat; Pilar has a bar code tattooed on her neck. Neither will admit to any payment, and the driver, Mr. Wiggins, produces her Colombian passport with a valid-looking U.S. visa, so she has to be released. Her friend Sofia collects her from the hospital. Soon a badly beaten young woman with the same tattoo is pulled from the East River; she was pregnant. Facing a felony murder charge, Wiggins says a man called Lou sends him girls to drive to clients.

Cragen keeps Amaro off the undercover job and sends Fin, posing as a driver called Harold. Lou’s son Mikey hires him, and Fin drives Anna, from Moldova, who lets slip that the girls live in a house along the 7 train in Queens. After a client beats her, Fin drives her home, where Mikey hits her again for ruining her dress. The house traces to Louis and Michael Pappas, but before the raid Cragen stands the squad down. Lt. Alexandra Eames, formerly of Major Case and now on a Homeland Security task force, explains that Pilar’s visa was forged by a Bosnian who also supplies an Al-Qaeda splinter group, and that a terrorist using his papers is expected.

The squad works around the order. A staged taxi inspection of Fin’s car carrying Sofia and a man yields nothing, but Amaro poses as a client from Miami, and the squad persuades Anna to talk: the dead girl, Vika, planned to run after Mikey took her for an abortion, and Anna blames Mikey for her death. When Eames reports that the terrorist has slipped into the country, Cragen orders the raid. The Pappases are arrested, and Mikey, told that his father called him a fat moron, gives up the ledgers, which show no dates for Sofia. Lou admits she was not there to work and asks for a deal. The squad persuades Eames to let SVU move first, and they find Sofia at an Amsterdam Avenue apartment.

Spoiler, the ending: Under questioning, Sofia, from Waziristan, says that her father, a doctor, was killed by a second drone strike while tending people wounded in a first, and that she hid among the enslaved girls despite their suffering. Afterward Eames explains that she learned her sideways-leaning interrogation style from her old Major Case partner, and compares their years together to a marriage.
