Summary
“Jersey Breakdown” begins under the High Line, where police find a dazed young woman with torn clothes and three men blaming one another: two New Jersey friends, Tommy and Jeff, and Elton Teague, a community-service worker who says he stopped them. Amaro, sleeping on Benson’s couch, plans to reunite with Maria in Washington, but Benson, now running the squad, keeps him on desk duty. DNA shows Tommy groped the woman, but the semen matches none of the three. She slips out of the hospital, and the real owner of her ID, Erin Fogarty, identifies her as Clare Wilson, a runaway she once gave her license to.
Clare, 16, turns up after swallowing sleeping pills. She waits tables at a strip club run by Perry Cannavaro and says a drunk VIP guest, comped by Perry, raped her in a private room. Perry refuses to name him. Soon after Clare moves into a group home, Hudson County sheriff’s officers arrest her for credit card fraud and grand larceny at Perry’s Jersey City club. Assistant U.S. Attorney Connie Rubirosa, who leads a federal task force on underage sex trafficking, is already investigating Perry. Barba asks county prosecutor Bobby Masconi to step back, but Masconi’s wife, Gina, is the ADA on the case, and Judge Daniel Dolan sends Clare to juvenile detention. Benson orders a multi-agency raid on Perry’s club. When Barba wins a release order, Rollins arrives late after a scene at a blackjack table, and Clare has already been shipped to Knollwood, a private juvenile prison near the Delaware border that holds her in solitary.
A second order finally frees Clare, drugged and bruised. Knollwood, paid by the state for each inmate, pays $25,000 a month to a public relations firm whose only employee is Masconi’s 87-year-old mother-in-law, and Dolan sends 90 percent of his juveniles there. Rollins and Fin press Dolan about his finances; hours later he is found dead, an apparent ritual suicide. A photo texted to him from a burner phone shows Miyako Nara, a girl who was 12 and worked at Perry’s Jersey club before vanishing four years ago, revealing how Masconi controlled the judge.
Spoiler, the ending: Facing RICO charges, Perry admits he was not shielding the judge, and Clare picks Masconi out of a lineup as her rapist while Gina sits in as his lawyer. Perry, Masconi’s silent partner for 20 years, makes a deal to cooperate, and federal investigators promise to look into Knollwood. Clare returns to the group home. Amaro apologizes to Benson and heads to Washington, and after he leaves, Maria calls Benson, worried about him; Benson agrees to talk to him.

- Alana de la Garza reprises Connie Rubirosa from Law & Order, now an assistant U.S. attorney; on that series she had worked in the Manhattan DA’s office, which she left four years earlier.
