Premise: When a teenage girl is raped in a Washington Heights park near Velasco’s home, he has to win over neighbors who distrust the police, starting with the vigilante upstairs.

Summary

“Extinguished” begins with two 17-year-olds, Anna Beltran and Moses Sanchez, searching for rocks for a geology class in Highbridge Park in Washington Heights, a few blocks from Velasco’s apartment. A man holds a box cutter to Anna’s throat, ties both teens with lamp cord and rapes her. Moses gives a sketch artist a detailed description, and Benson puts Velasco in charge, since the attacker seems to know the area. Residents are angry about rising crime and reluctant to talk to police. Velasco has already clashed with his upstairs neighbor, Danny Rocha, a security guard who keeps him awake with heavy metal and has taken the police exam three times without a call back.

Answering a call two blocks away, the squad finds Danny and a group of locals beating Eddie Soto, who resembles the sketch and has an old forcible touching arrest. Velasco arrests Danny for assault, which sets off street protests and angry calls to 1PP. Danny’s grandfather Angel, a retired transit officer, asks Velasco not to ruin the young man’s future. Soto says he was commuting home from a night shift; neither teen picks him out of a lineup, and the rape kit does not match him, so his arrest is voided. Benson tells Velasco to calm his neighborhood, and Fin urges him to put down roots. Velasco gets the prosecutor to reduce Danny’s charge to a misdemeanor with an adjournment in contemplation of dismissal, then enlists him to hand out flyers, and the tip line starts ringing.

Touch DNA on the cord leads to Omar Aziz, an ex-soldier who manages a dollar store. He is not the rapist, but he vaguely recalls a man who looked like the sketch paying cash for a cord. Then Lina Brown is attacked near 167th Street and Riverside Drive and fights the man off, kicking him and tearing his shirt. She tells Benson he looked Filipino and had a ram, the sign of Aries, tattooed on his neck. While Benson floods the area with officers, a crowd that includes Danny corners a man near 164th Street, and police push the crowd back and take him into custody.

Spoiler, the ending: He is James Aquino, who lives a block from the park. His DNA matches the cord and Anna’s rape kit, a new lamp cord turns up in his apartment, and Lina identifies him, so Benson expects Carisi to charge him with rape, attempted rape and predatory sexual assault. Benson praises Velasco’s command presence. Angel takes Velasco for a beer at a local bar where the owner greets him as a regular, and Velasco signs Danny up for the NYPD Auxiliary Police, assigned to their own neighborhood, asking only that he turn the music down.
